In Yebisu Garden Place a few minutes' walk from Ebisu station, you can get a good view of Tokyo for free! Called "Top of Ebisu", the halls on the 38th and 39th floors of Garden Place Tower offer great panoramas across the city, unobstructed by any other tall buildings nearby. I had a fairly clear day, so I was able to see Mount Fuji in the distance, the sun gliding below the horizon.
